Ambassadors of the Year get Ready to Head to Washington, D.C. for Annual Awards Trip!

Ambassadors of the year in action! On May 9, each state winner will head to Washington D.C. and find out who this year’s overall winner is.

When the Government Affairs Office (GAO) launched the Hearts for Home Care Ambassador program nearly ten years ago, we envisioned that each service office would assign a designee who would essentially act as the GAO liaison for that office. How much we’ve grown! Today, our Ambassadors go above and beyond to be the voice for our staff and clients, and we are proud to reward them for their efforts!

Over the past year, the Ambassador program has grown tremendously, with nearly 80 more BAYADA office employees serving as Ambassadors than last year. Not only are these numbers a great indicator of growth, but our Ambassadors’ increased engagement shows how each one is truly a leader and innovator in their office, and in legislators’ offices around the country.

Each year, we choose an Ambassador of the Year from each GAO state, and each state winner joins GAO in a special recognition trip to Washington, D.C. The following Ambassadors went so far above and beyond in their advocacy efforts—whether it be through legislative visits, home visits, helping with testimony, or other creative ventures—that GAO chose them as their state’s Ambassador of the Year: Justin Booker (NY), Beth Schenck (RI), Lisa Minnella (NJ), Tom Johnson-Medland (PA), Victoria Carter (DE/MD), Trip Smithdeal (NC), Jenni Cairns (SC), and Doug McNew (GA). Additionally, each year GAO chooses a “Rookie Ambassador of the Year,” this year being Rebecca Gaughan of the Poppy Division.

All nine winners will attend the Ambassador of the Year Awards trip to Washington, DC, on May 9-10. During the trip, our guests will enjoy an overnight stay on Capitol Hill, a guided sightseeing tour, and a private awards dinner where we will announce the overall Ambassador of the Year winner! In addition to the trip, this year, GAO surprised each state winner “Publisher’s Clearing House-style” in person at their office in front of their peers. Our Ambassadors do so much to be the voice of our staff and clients, GAO is excited to take them on an exciting trip and make sure that they have a great time.

The primary responsibility for the GAO Ambassadors is to develop and foster relationships with their legislators through district office meetings and home visits so that our state and federal decision makers understand what home care is and how it affects their constituents.

Our Ambassadors serve as the forefront of our advocacy program, and truly make the difference in educating local legislators about home care and its impact on clients and communities. Top Participating Divisions with Recent Federal Action Alerts

BAYADA’s Government Affairs Office (GAO) offers employees and clients many ways to get involved in advocacy through our Hearts for Home Care program. One of the very easiest ways to get involved with advocacy right from your cell phone or desk is by taking action on an Action Alert. Generally, GAO will send out an action alert email to all employees, or employees in a certain state, when a piece of legislation requires support or opposition from our elected officials. Action alerts take two minutes to complete and most of the work is done for you—All you need to do is click a couple of buttons in order to send a pre-written email to your legislators to encourage their action!

During the previous quarter, GAO sent out two federal action alerts to all BAYADA office staff. The first alert was sent on February 14 and requested that employees take action to urge their officials to support a bill to counteract certain sections of the Patient Driven Groupings Model (PDGM) that would be harmful to our Home Health staff and clients. The second alert was sent on February 27, and asked that employees urge their federal legislators to support action to revise an outdated Medicare requirement to allow non-physician practitioners (NPPs), such as nurse practitioners and physician assistants, to certify a patient’s eligibility for coverage of home health services. We are proud of your commitment to advocacy and your dedication to speaking to our many clients that do not have the voice to speak for themselves!

Thank you to the many employees that took action and encouraged their peers to do so as well. As you can see from the below charts, both alerts—which both impact our Home Health employees and clients the most—continue to see relatively low participation. It’s important that we share our voices wherever possible, and particularly for Action Alerts that are easy to complete. We are hoping that all BAYADA employees recommit to advocacy. During the next federal action alert we hope to see 50% or more office staff participation.

GAO Jetsetters: Making the Rounds in Washington, D.C., Arizona, and Colorado

BAYADA’s Government Affairs Office (GAO) staff members often say, “Advocacy never sleeps.” For the GAO federal affairs team—Government Affairs Officer Dave Totaro and Senior Associate Lindsey Wright—we can also say “Advocacy never stays put.” Over the past quarter, GAO has traveled to Washington, D.C. several times, as well as to Massachusetts, Florida, Indiana, Arizona, and Colorado—among other places.

Most often, GAO travels specifically to meet with legislators in D.C. and around the country to educate them about home care and the benefit it has in keeping millions of America’s seniors and individuals with disabilities independent and in their communities. Most recently, the federal affairs team has also taken to visiting BAYADA’s Home Health service offices to get employees involved in advocacy.

In late February, Dave and Lindsey traveled to D.C.’s Capitol Hill to meet with 11 key congressional members and their staff. On April 2, they traveled back to the Capitol along with two Hearts for Home Care Ambassadors—Anthony D’Alonzo (MHH) and David Mead (NLP)—and other GAO staff—to participate in the National Association for Home Care and Hospice’s (NAHC) annual March on Washington. This year, marchers were asked to educate legislators on two important bills: The Patient Driven Groupings Model bill, which if passed will eliminate reimbursement cuts based on behavioral assumptions, and the Home Health Improvement Planning Act, which if passed will allow non-physician practitioners to sign off on care plans. The visits were successful and resulted in additional cosponsors for both bills.

The two-person federal affairs team can only make so much headway alone. GAO relies on advocates like you to make sure that all legislators hear our messages loud and clear. Dave and Lindsey have begun traveling to Home Health service offices around the country to tell employees what they can do to get themselves and their clients involved in advocacy, and the importance of doing so.

“As much as I travel to spread our message to our country’s decision makers, it’s important that I also use my time to get our staff involved. Home Health employees and clients are affected by what our legislators and regulators in D.C. make decisions on every day. The more our people mobilize and advocate, the more those decision makers will see how their choices affect real people’s lives,” said Dave Totaro.

During their trip to four Home Health service offices across Arizona and Colorado, Dave and Lindsey focused on Medicare policies, current bills, and how employees can get involved to make a difference. They also listened to each office’s unique challenges in delivering care to clients, and how policy changes could alleviate some of those issues. Thank you to the many BAYADA service offices that welcomed GAO with open arms and open minds, as well as to the employees who signed up to become Ambassadors. FED: Home Health to See Rate Decrease in January 2020. What Can You Do?

CMS recently finalized calendar year 2019 and 2020 payment changes for home health agencies. The new payment model, also known as the Patient Driven Groupings Model (PDGM), was finalized on October 31, 2018. There is some good news: We will see Medicare payments increase by 2.2%–or $420 million–based on finalized policies this year. The reimbursement rate increase is the first the home health industry has received in a decade. Unfortunately, the final rule addresses that home health will see a decrease of payments by 6.42% based on the use of “behavioral assumptions” which will take effect January 2020.

Luckily Congress is working with the industry and has introduced corrective legislation into the House and Senate that counteracts this measure. Several of our legislative champions, including Vern Buchanan (R-FL), sponsored one of the three bills introduced, each of which would serve to counteract the “behavioral assumptions” by requiring Medicare to implement adjustments to reimbursement rates only after improper behavioral actions by home health agencies are actually observed affecting Medicate spending rather than assuming those improper activities will occur. While this is a great first step, we need more legislative support to ensure that one of these bills crosses the finish line.

How can you help? The Government Affairs Office (GAO) has been working diligently to meet with key legislators and introduce them to our issues and those of our staff and clients, but we can’t do it alone. BAYADA has been asked to take the lead of home visits for our industry and we need office staff to help us communicate the importance of home care and proper Medicare reimbursement for our services.

BAYADA Chief Government Affairs Officer Successfully Delivers MLTSS Implementation Presentation to MACPAC

Dave Totaro served as a panelist to inform Commissioners about lessons learned from Managed Care and MLTSS implementation in BAYADA states.

Last Thursday BAYADA Home Health Care’s Chief Government Affairs Officer Dave Totaro served as a panelist during the Medicaid and CHIP Payment and Access Commission’s (MACPAC) public meeting in Washington, DC. This opportunity was especially unique and important for BAYADA because MACPAC serves to provide policy and data analysis and make recommendations to Congress, the Secretary of the U.S. Department of Health and Human Services, and the states on a wide array of issues affecting Medicaid and CHIP. We are optimistic that Dave’s insights will help shape the Commission’s future recommendations on state and federal Managed Care and MLTSS policies and procedures.

MACPAC extended the invitation to Dave to serve as the panel’s provider representative due to BAYADA’s experience with Managed Long Term Services and Supports (MLTSS) and managed care implementation across a number of states. Dave accepted the opportunity and successfully delivered his presentation in front of the 17-person Commission and a public audience, which included a number of congressional staffers and CMS representatives.

Aside from Dave, participating panelists were Dennis Heaphy, a MLTSS beneficiary and expert on public health from Massachusetts’s Disability Policy Consortium, and Michelle Bentzien-Purrington, Vice President of MLTSS and Duals Integration at Molina Healthcare. Dave’s presentation focused on BAYADA’s experience in implementing Managed Care across multiple states, particularly the lessons learned that can translate to better implementation in future states looking toward managed care and MLTSS.

Dave presented MLTSS implementation as a three-legged stool: Adequate rates, state supports, and federal process changes must all be in place for a successful rollout. Should one of the legs be faulty, then the entire operation is set to fail. The presentation described for the Commission:

  • The need for the state to set adequate reimbursement rates and why inadequate rates affect providers’ ability to recruit, retain, and compete, which can lead to an unhealthy provider network and, ultimately, an access to care issue
  • The need for states to protect a set adequate rate via a rate floor, and the need to regularly review and adjust this rate
  • The need for state oversight and regulation of MCOs so that providers can focus on care delivery rather than managing the administrative burdens and variable practices of each MCO
  • The importance of the federal government equalizing Home and Community Based Services with nursing home care to solve for the institutional bias that currently allows LTSS individuals to access facility care more easily than home and community-based care
  • The need for the federal government to collect uniform data so that MCOs and providers can work together to close care gaps and save the state money

Each section was accompanied by BAYADA-state specific examples, and the presentation concluded with a series of recommendations related to each of the above points. Throughout Dave’s presentation, the Commissioners and audience were engaged and following along to the accompanying PowerPoint. After his presentation, Commissioner Leanna George—the mother of a child currently living in an Intermediate Care Facility—positively commented that rate floor setting was as avenue towards ensuring adequate reimbursement rates that she had not heard of before.

During the Q&A portion of the meeting, Commissioner Brian Burwell asked that each panelist state which area of MLTSS the Commission should focus their research and attention. The other panelists echoed Dave’s sentiments regarding federal changes to rebalance HCBS with nursing home care to remove institutional biases that continue to affect beneficiaries who wish to remain at home.

After the panel wrapped up, Commission Chair Penny Thompson approached Dave to compliment him on his presentation, and Dave has already been contacted by MACPAC’s Executive Director Anne Schwartz regarding his future support and counsel on MLTSS. GAO is ready to work with the Commission on next steps and is excited to be at the table to help recommend policies that are favorable to home care providers.

Busy Week for the Government Affairs Office in Washington D.C.

Last week, I was elected to the Board of the Partnership for Quality Home Health (PQHH) replacing Chairman and Founder, Mark Baiada, who stepped down upon his retirement.  PQHH is an alliance of major home health providers dedicated to the development of policy to improve the quality of life and care of all home health patients.  I am also a board member and Chairman of the Partnership for Medicaid Home-based Care (PMHC), an alliance of major Medicaid providers, managed care organizations, state and national home care associations and interested business affiliates dedicated to the development of policy to enhance Medicaid reform.

Also, following each Board meeting, the Partnerships held events to honor the support for Medicaid and Medicare shown by home health care champions U.S. Senator Bob Casey (D-PA) and U.S. Senator John Cornyn (R-TX).

And, last week, the Government Affairs Office supported the PQHH Action Alert to urge the Centers for Medicare and Medicaid Services (CMS) to withdraw their Home Health Groupings Model (HHGM), a proposed new payment model for home health services that would significantly cut home health revenues by more than 15%.  As of September 14,  759 BAYADA colleagues have sent 2334 messages to 156 legislators.  Thank you to everyone who took action and who participated in this very important and necessary alert.

Great News….United States Senate Calls Off Their Healthcare Vote

Earlier this week, Senate Majority Leader Mitch McConnell announced the Senate would not proceed with a vote on their Better Care Reconciliation Act (BCRA) and that is great news!  The proposed bill, as written, would have severely cut Medicaid and would have cut services to medically fragile children with cancer, parents with Alzheimer’s, and persons who rely on mental health services, just to name a few. 

The Government Affairs Office (GAO) and our Hearts for Home Care Ambassadors and advocates stood at the ready.  We were prepared to replicate our outreach effort from a couple of weeks ago, under our #NoHearingNoVote campaign, which resulted in 125,000 emails and over 600 phone calls to Senators in a mere 72 hours.  Regardless, whether you are a Democrat, a Republican or an Independent, the issue was simple – save the programs and the services that we know are crucial to the health and well-being of so many of our clients and caregivers.

PA Ambassador Named 2017 BAYADA Hearts for Home Care Ambassador Rookie of the Year

 Each year the Government Affairs Office (GAO) selects one outstanding Ambassador as their Rookie of the Year. The individual honored must be a new Ambassador who has made an impact on clients’ lives and on the Ambassador program.

As GAO discussed the nominees it was evident that Berks County Visits (BRK) Nurse Trisha Lasher was the clear winner.  Trisha is an RN and was BAYADA’s first field employee to serve as a Hearts for Home Care Ambassador.

While she was nervous about her first meeting with a legislator, she decided to keep her commitments as promised and do it on her own. We are so happy she did because she hasn’t stopped since. Trisha started by visiting Representative Jim Cox (R) in his district, and followed up with him later that year in Harrisburg at Lobby Day. She wrote about her experience in the BAYADA Bulletin, which prompted a joint home visit with Representative Cox and the Reading Adult (RAD) Office. Because of the relationship she has built with Representative Cox, he took immediate action to help an adult client when he visited her.

The client had been trying to get a chair glide installed in her house for five years. After the visit, Representative Cox made several calls to service coordinators, found systemic fraud and flaws in the system, and was able to get the client the chair glide within six weeks of the home visit.

Building on their relationship, Representative Cox agreed to write letters of support for our pediatric rate increase and the Medicaid spend-down issue.

To further her advocacy efforts, as election time rolled around and GAO hosted the Bring the Vote Home Campaign, Trisha enlisted the help of all the office staff to call all clients. They educated clients on voting, the PHA voter guide, and let them know about absentee ballots. Trisha then organized field employees to deliver absentee ballots.

From building relationships to advocating for clients’ needs, Trisha has shown her dedication to being an excellent Hearts for Home Care Ambassador.

Honorees traveled to Washington, DC to celebrate their achievements. They enjoyed a private festive reception before heading to dinner and the awards presentation at a local restaurant. Senator Tom Carper joined the group to address some of the major issues affecting health care at the federal level, and to congratulate our Ambassador of the Year awardees. Before heading home, Ambassadors and their guests also spent time touring the city with stops including the White House, Jefferson Memorial, Lincoln Memorial, and the US Capitol.

Ali Knott Named National Hearts for Home Care Ambassador of the Year

Delaware Pediatric North (DPN) Director Ali Knott last week was named the 2016 Government Affairs Office (GAO) Hearts for Home Care National Ambassador of the Year!

GAO had the distinct honor of recognizing Ali and four other passionate Ambassadors from our largest-footprint states—Delaware/Maryland, New Jersey, North Carolina, and Pennsylvania—during our annual Hearts for Home Care Ambassador of the Year awards celebration.

Over the last year, these Ambassadors of the Year connected with, and actively shared, BAYADA’s mission with legislators on behalf of our clients and caregivers.

Ali received the National award after being named the Delaware/Maryland Ambassador of the Year. Since becoming an Ambassador, she has been a consistent supporter and advocate in Delaware public life. In the fall, she and her son, Christopher, met with Senator (now Lt. Governor) Bethany Hall-Long and Senator Nicole Poore where they both made a strong impression on both legislators.

New Jersey Ambassador of the Year Ida Rodriguez, client services manager of Hudson County (HUD) assistive care state programs office, developed and strengthened a relationship with Assemblywoman Angelica Jimenez, which included a home visit with a HUD client. As a result, Assemblywoman Jimenez signed on as a co-sponsor to a vital piece of legislation that BAYADA supports – A320.

Melissa Zuzolo, director of Conover (CON) assistive care state programs and North Carolina Ambassador of the Year coordinated a home visit, served on the board of the BAYADA NC political action committee and represented BAYADA on the Chamber of Commerce Government Affairs Committee.

Pennsylvania Ambassador of the Year Mike Sokoloski was named state Ambassador for the final time. During 2016 he served as community liaison in the Wilkes-Barre/Scranton (WBS) assistive care state programs office. Since then, Mike has transitioned his passion for advocacy into a new position within GAO as the new Grassroots Manager. While serving as an Ambassador in 2016, Mike served as a board member of the BAYADA PA political action committee, organized four legislative round tables, and was appointed by Governor Tom Wolf as the sole home care representative to the Governor’s Long-Term Care Council.

Thank you to Ali, Ida, Melissa, Mike and Trisha, the GAO team, and to all of our 192 Hearts for Home Care Ambassadors for being the unified voice of our clients who can’t always speak up for themselves. It is with your support, and the support of our division directors and directors, that we will continue to make strides toward achieving our BAYADA vision of helping millions of people experience a better quality of life in the comfort of their own homes. After all, as our Hearts for Home Care Ambassadors of the Year reminded us time and time again, advocacy is The BAYADA Way.

Over the past few weeks, BAYADA’s Government Affairs Office (GAO) has announced the Hearts for Home Care Ambassador of the Year finalists for each state. It is with great pleasure that we now congratulate the Hearts for Home Care State Ambassador of the Year winners:

Delaware and Maryland: Ali Knott, director, Delaware Pediatric North (DPN) office

New Jersey: Ida Rodriguez, client services manager, Hudson County (HUD) assistive care state programs office

North Carolina: Melissa Zuzolo, director, Conover (CON) assistive care state programs office

Pennsylvania: Mike Sokoloski, community liaison, Wilkes-Barre/Scranton (WBS) assistive care state programs office

We also congratulate our national Rookie Ambassador of the Year Trisha Lasher, a nurse in the Berks County Visits (BRK) office.

Each of these individuals has shown an outstanding commitment to advocacy on behalf of our clients and fellow employees, which directly benefits the entire company. For example, in 3Q’16, 24% of all of the growth in the company’s revenue came from reimbursement rate increases generated by GAO over the previous year. Without the support of these Ambassadors, it would be very difficult to attain the achievements that generated such remarkable growth throughout our company and we are proud to honor these valued advocates as our 2016 Hearts for Home Care State Ambassadors of the Year.

On March 15, these awardees and their guests will spend time with GAO leadership in Washington DC, enjoying a dinner in their honor and discussing their advocacy efforts. At that dinner, they will officially receive their respective Ambassador of the Year Awards, and one of the four state Ambassadors will receive the prestigious Hearts for Home Care National Ambassador of the Year recognition. The trip also includes an overnight stay at the Marriott Marquis and the opportunity to take in the sights of Washington on a private guided tour.

 Since 2011, the Ambassador program has promoted advocacy by calling on staff to take leadership roles within their offices as Ambassadors. The Ambassador’s role is to act as a liaison for GAO in communicating the importance of our advocacy initiatives to their colleagues and spearheading visits with legislators at clients’ homes, in legislators’ district offices, and with staff at our support and service offices.

Our Hearts for Home Care Ambassadors of the Year have gone well above and beyond the ambassador call of duty.

She built a relationship with Representative Jim Cox that was instrumental in helping a client who had been hitting roadblocks for five years to finally get a chair glide installed in her home.

We appreciate all 192 Hearts for Home Care Ambassadors who advocate for our clients and colleagues while still performing their full-time job responsibilities. We also thank the division directors and directors who either serve as Ambassadors or support the Ambassadors in their areas. Everyone’s volunteer advocacy efforts truly embody living The BAYADA Way.
