GAO Makes Progress on Rate Increase During Meeting with Senator Scott Wagner

On April 6th BAYADA Leaders, including Practice President David Baiada, Chief Government Affairs Officer Dave Totaro, Assistive Care State Programs (ACSP) Practice Leader Eric Thul, Crocus Division Director Kevin Kuzmick, PCA Director Donna Russell-Kane, and I  met with Senator and Gubernatorial Candidate Scott Wagner.  This meeting was a result of a previous meeting that Dave Totaro and I had with Senator Wagner introducing the need to increase the personal assistant services (PAS) rate under the Office of Long-Term Living (OLTL) by an average of 10%.

The meeting took place in the BAYADA PCA office. We discussed the ACSP business, its challenges and advantages, as well as the wage issues associated with the program.  Senator Wagner also heard first-hand about what it’s like to be a home health aide from PA Department of Aging’s Direct Care Worker of the Year, BAYADA aide Anne Pannone. 

The conversation was productive, and Senator Wagner understands the value of home care and the cost savings it can provide to the Commonwealth. He has agreed to help us in our legislative priority of increasing the PAS rates and would also like to spend a day in the field with Anne to see the work first-hand.

We look forward to continuing to work with Senator Wagner.

Rate Increase Discussions Underway in North Carolina

GAO has been working collaboratively with the Association for Home & Hospice Care (AHHC) laying the groundwork for an increase this legislative session. As approved by our GAO Advisory Council, we are seeking to increase the aide rate under 3 programs and 2 settings from $13.88 to $17.00, over a 2-year period ($15.50 and $17.00). Substantive conversations with key lawmakers are gaining traction. This increase is a huge lift at $23.9M each year. Our legislative day, scheduled for May 17, will focus on garnering broad support for this much needed increase. Legislative Day registration is coming soon.

 

North Carolina State Budget Surplus Projected

NC Senate President Pro Tempore Phil Berger indicated that the state will have a budget surplus of over $500 million on a budget of $22.5 billion.  While this projection is encouraging, our legislative asks remains high.  Our increase request will take the aide rate from $13.88 to $17.00 over two years, which is nearly a fifty million dollar appropriation.  To put things into perspective, last year there was a $425 budget surplus and our legislative ask was $3.6 million for nursing.  We continue to garner support for this much needed increase.  Watch for ways to get involved.

Debates Heating Up In Baltimore City, MD

Debate over mandating employer-paid sick leave statewide and an increased minimum wage for Baltimore City is heating up this week.  Both are expected to pass.  By the end of last week, the Maryland Senate and the House both reached their thousandth bill introduced since the 2017 session opened in mid-January.  Bills must be fully approved by both chambers before the last day of session, which is April 10 this year, or start anew in the following year in the state’s condensed legislative calendar.

Buzz Builds About Continuous Skilled Nursing Program in MA

On January 10, BAYADA hosted a lobby day in Boston with members of the Continuous Skilled Nursing (CSN) provider coalition, the Home Care Alliance of Massachusetts, and the Pediatric Home Nursing Care Campaign (a coalition of parents and grandparents).  During the lobby day, we introduced a Patient Bill of Rights that will allow for adequate reimbursement rates and other protections for those receiving services under the CSN program.  Since then, BAYADA testified along with other providers and parents about the need to increase the rate.  We have also obtained over 50 sponsors to our bill, and sent over 400 emails to legislators about the bill.  Most recently, one of the parents was featured on the CBS local affiliate WBZ Boston.  The video could not have made our point more clear.  See the full video here. Landmark Legislation Introduced in Massachusetts

Last week, BAYADA’s Government Affairs Office (GAO) along with the Boston Pediatrics office, helped host a lobby day for providers, support organizations, and family coalition members.  The purpose of the legislation was to introduce a patient bill of rights for the medically complex population receiving continuous skilled nursing services and to obtain co-sponsors.  The event was well attended by over 100 individuals and many legislators and staff.  During the lobby day, we had meetings with over 50 legislators and visited every office in the legislature to drop off our packet about the bill. We were also fortunate to have the Boston Globe cover our Lobby Day!  To date, we have over a dozen legislators that have signed onto the bill. Parents and supporters who were unable to be at the lobby day in person sent over 400 emails to legislators.  Click here for the full text and to see what your colleagues have said about the article:

Massachusetts Lobby Day Slated for Next Week

On January 10, there will be a lobby day at the State Capital Building in Boston.  The goal of the lobby day is to have a unified group of clients, families, home care providers and all who want a better tomorrow for home care, to come together and unveil a new Patient Bill of Rights.  Moving forward, this Bill of Rights will protect the rights of the children and adults who utilize Continuous Skilled Nursing Services within the home care setting including mandating a fair and more equal wage for the nurses who provide these services in the homes of our clients.
